Selling into the six ASEAN markets: how long does notification take and where does it stall?
The six ASEAN markets run notification rather than approval, but the account prerequisites are the real gate: Indonesia needs a local PT entity and NIB, Malaysia needs an MSC TrustGate hardware token, Vietnam needs a National Single Window account. Setting up the account usually takes longer than the notification itself.
1Get the account first
BPOM Notifkos needs NIB, NPWP and API-U for imports; NPRA Quest3+ needs a USB token; the Philippines needs an LTO before e-Notification.
2Prepare the dossier once
Common items: full ingredient list with INCI, product specification, manufacturer GMP evidence, free sale certificate, label artwork. Non-compliant label language is the most common reason for rejection.
3Halal and localisation
Indonesia's halal requirement for cosmetics applies from 17 Oct 2026; BPJPH certification needs its own schedule.
Follow-up questions
- Q:Can the factory file on our behalf?
- A:The notification holder must be a locally licensed entity. The factory supplies the technical dossier, GMP evidence and test reports.
- Q:Can one dossier serve all six?
- A:The technical core is shared under the ASEAN annexes; labels, languages and local certificates are not.
