Do halal cosmetics need reformulation, and how does Indonesia's 2026 halal mandate work?
Most formulas do not need rebuilding, but every ingredient's origin is checked: animal-derived materials (glycerin, stearic acid, collagen, squalane) must be plant or synthetic with supplier declarations, and alcohol is handled per the certifying body's rules. Indonesia makes halal certification mandatory for cosmetics from 17 Oct 2026 under BPJPH; it needs its own schedule.
1Ingredients: origin declarations
Every ingredient needs a halal or origin declaration; lipids and emulsifiers are the high-risk group, checked with the COA at incoming inspection.
2Production: preventing cross-contact
Changeover cleaning between halal and non-halal batches must be recorded; auditors always ask for it.
3Mutual recognition
JAKIM (Malaysia), BPJPH (Indonesia) and the Gulf schemes recognise each other only in part; choose the certifier after the target market.
Follow-up questions
- Q:Can an alcohol-containing toner be halal?
- A:It depends on the certifier's position on synthetic ethanol and concentration; usually conditionally allowed.
- Q:How long does certification take?
- A:Months once the file is complete; queues will lengthen ahead of Indonesia's October 2026 deadline.
