1Notification route
Sunscreen in Malaysia is filed pre-market via the QUEST 3+ online system; the notification is valid 2 years and must be renewed at least 1 month before expiry. The holder must be an SSM-registered Malaysian company with a local address. Labels must be in Bahasa Malaysia and/or English with full INCI, function, batch, and expiry.
2SPF/PA testing
SPF, PA, UVA rating and water-resistance claims on the label must be backed by the target market's designated test method; in-vitro data, simulation, and supplier recommended values are not acceptable. Water-resistant claims follow local method and labeling rules. Packaging print waits for the report result.
3Labeling & liability
Labels must state product name, function, full INCI list, country of manufacture, notification holder name and address, volume, batch, and manufacture/expiry dates plus required warnings. Halal claims require JAKIM certification only. Cloning a launched product's full ingredient list and inheriting its SPF values is not permitted; protection depends on final application amount and uniformity.
