Launching a skincare product (serum or cream) in the UAE: what does the OEM factory need to prepare, and how long does notification take?
To launch in the UAE, an OEM must prepare Arabic labels and INCI declarations for the dual-track pre-market system. Under Cabinet Decision 18/2014, a local UAE legal entity must secure a MoIAT ECAS Certificate of Conformity (valid 1 year), followed by product registration on the Dubai Municipality's Montaji system (valid 5 years). Only local entities hold these rights.

Brands cannot hold registrations; a UAE-incorporated distributor or importer must act as the legal licensee for all regulatory filings and accountability.
2Mandatory Documentation
Requires bilingual Arabic/English labels, full INCI list, batch/expiry data, and allergen warnings. Content must comply with GSO 1943 restrictions, strictly excluding pork-derived ingredients.
3Two-Step Clearance Path
Process involves obtaining a MoIAT ECAS certificate for customs, followed by a 5-year Montaji product registration for retail clearance; both must be complete before sale.
