Launching a skincare product (serum or cream) in Vietnam: what does the OEM factory need to prepare, and how long does notification take?
Launching in Vietnam requires Pre-market product notification to DAV. The OEM must provide INCI formulas, GMP certificates (ISO 22716), and safety assessment documents. A notification number valid for 5 years is issued upon review.

Full INCI list, GMP/ISO 22716 certificate, raw material safety data, stability test reports, and label drafts are required for pre-compliance review.
2Legal responsibility & Vietnamese entity
A Vietnam-based entity or importer must hold the notification receipt. Foreign manufacturers cannot directly hold licenses; local agents are required.
3Notification duration & validity
The DAV notification number is valid for 5 years. The review period depends on the written quote and current online declaration requirements.
