Ingredient inventories by market
Official ingredient inventories and prohibited/restricted lists by country and region — 11 registries, 57,058 searchable entries ingested so far. An export product has to clear one list per market, not one list in total.
We do not rewrite official texts and we do not map one registry onto another: the EU and ASEAN annexes are similar but not identical, and countries add national requirements. Listing is not approval; the latest official text prevails.
中国
Inventory of Existing Cosmetic Ingredients in China (2021)
NMPA
Annex to NMPA announcement No. 62 of 2021. Lists ingredients already used in cosmetics in China, with the standard Chinese name, INCI name and maximum historical use level. Listing is not approval.
印尼
BPOM Technical Requirements for Cosmetic Ingredients (PerBPOM 17/2022)
Indonesian Food and Drug Authority (BPOM)
Annexes follow the ASEAN Cosmetic Directive: prohibited, restricted, preservatives, colourants, UV filters; parsed from the official PDF; the BPOM text prevails.
中国
Safety and Technical Standards for Cosmetics — prohibited and restricted
NMPA
Prohibited and restricted ingredient tables plus the four positive lists (preservatives, UV filters, colorants, hair dyes). The inventory says what has been used; this says what may be used and at what level. Data transcribed from a third-party compilation (hzpwjc.cn) of the NMPA 2021 prohibited lists and STSC 2015 Tables 3-7; cross-checked against the NIFDC-mirrored 2015 PDF. The NMPA original text prevails.
欧盟
CosIng — European Commission cosmetic ingredient database
European Commission
The Commission's official ingredient database: INCI name, CAS/EC numbers, function, and the status of the substance in the annexes to Regulation 1223/2009.
欧盟
Regulation (EC) No 1223/2009 — Annexes II to VI
European Commission
Annex II prohibited, III restricted, IV colorants, V preservatives, VI UV filters. The annexes are amended every year; always work from the consolidated text and check the date of application.
东盟
ASEAN Cosmetic Directive — Annexes
ASEAN Secretariat
The technical basis shared by the six ASEAN notification systems. Structurally close to the EU annexes but not identical: different transition periods, local entries, and additional national requirements.
美国
FDA prohibited and restricted cosmetic ingredients; color additives
US FDA
The US has no positive inventory: apart from colour additives, cosmetic ingredients need no pre-market approval. What exists is the prohibited/restricted list plus the colour additive regulations (21 CFR 73/74/82).
加拿大
Cosmetic Ingredient Hotlist
Health Canada
Canada's prohibited and restricted list. More granular than the US list; a formula cleared for the US still has to be re-checked against it.
日本
Standards for Cosmetics — appended tables
MHLW Japan
Japan works from a negative list plus limited positive lists: prohibited, restricted, preservatives and UV absorbers. Quasi-drugs follow a separate ingredient standard.
韩国
Regulation on Safety Standards for Cosmetics
MFDS Korea
Prohibited ingredients and ingredients subject to use limits (preservatives, UV filters, colorants). Functional cosmetics have a separate approval track. Data taken from the official MFDS English translation (Notification 2023-73) hosted by the Korea Cosmetic Association; the Korean notification prevails.
