Selling sunscreen in Thailand: which SPF / PA test report is accepted, and how is the product notified?

Thailand requires sunscreen products to submit SPF and UVA‑PA test reports following ISO 24444 (human SPF) or equivalent, and ISO 24443 (in vitro UVA protection) or equivalent. A Thai‑registered manufacturer or importer must file a Pre‑market notification (จดแจ้ง) electronically with the Thai FDA before manufacture or import. The notification receipt is valid for 3 years and must appear on the Thai‑language label. All requirements are subject to the latest official texts issued by the Thai Food and Drug Administration.

1Test Report Requirements

SPF values must be generated by human tests per ISO 24444 or an equivalent standard; PA/UVA rating requires in vitro transmittance testing per ISO 24443 or equivalent. Laboratories must hold ISO/IEC 17025 accreditation. Reports should be in English or Thai.体外 pre‑screening or simulated values cannot replace human‑test reports for label claims.

2Notification Pathway & Responsible Party

A Pre‑market notification (จดแจ้ง) must be filed electronically with the Thai FDA before manufacture or import. The notifier must be a Thai‑registered manufacturer or importer with a valid business license. Required documents include formula, manufacturing process summary, label mock‑up, and test reports. The receipt is valid for 3 years.

3Label & Ingredient Compliance Points

The label must be in Thai and applied within 30 days of import. Required fields: product name & type, notification number, INCI ingredient list, Thai responsible party’s name & address, batch, manufacture/expiry dates, net content, and warnings. Foreign text may appear alongside. Thailand follows the ASEAN Cosmetic Directive annexes for UV filters; recent drafts propose adding banned/restricted substances. Q:Does Thailand accept SPF test reports from China or the EU?
A:Thailand does not explicitly recognize reports from other countries. If the report follows ISO 24444/ISO 24443 and the lab is ISO 17025 accredited, it may be accepted, but final determination rests with Thai FDA.
Q:Can SPF/PA values be printed on labels before testing is completed?
A:No. Values must be supported by formal test reports. Labels cannot bear unverified claims before notification completion; premature printing risks non‑compliant labeling and reprint costs.
