Selling sunscreen in the Philippines: which SPF / PA test report is accepted, and how is the product notified?

Sunscreen products in the Philippines are regulated as cosmeceuticals requiring Pre-market Cosmetic Product Notification via the FDA eServices portal before distribution. Test reports must be issued by an accredited laboratory using ISO 24444 (in vitro SPF), ISO 24442 (PFA/PA), and ISO 24443 (UVA critical wavelength). Label claims must follow ACD Appendix I in English or Filipino. Refer to the latest official texts.

1Regulatory Pathway

Philippine FDA regulates sunscreens as functional cosmetics under RA No. 9711 and ASEAN Cosmetic Directive. A local LTO holder must file pre-market notification. Requirements subject to latest official texts.

2Test Report Requirements

SPF per ISO 24444 (in vitro); PA/PFA per ISO 24442; UVA critical wavelength per ISO 24443 for broad-spectrum claim. Reports from accredited third-party labs; test samples must match final packaged product.

3Notification & Labelling

Submit PIF via FDA eServices; notification valid 1–3 years, renewable. Labels in English/Filipino: product name, function, full INCI list, country of origin, LTO holder details, batch & expiry. Claims follow ACD guidelines.
