Launching a skincare product (serum or cream) in Thailand: what does the OEM factory need to prepare, and how long does notification take?

Thailand requires pre-market notification for cosmetics. A Thai-registered manufacturer or importer serves as the responsible notifier and must maintain a local registered address. Key submissions include Thai-labeled documents, INCI ingredients, functional classification, efficacy and safety claims, and GMP compliance. Upon processing, the system issues a notification receipt valid for three years.

1Responsible Party

The notifier must be a Thai-registered manufacturer or importer holding a local registered address, acting as the statutory entity responsible for label accuracy and overall compliance.

2Document Requirements

Submissions require Thai-language label elements, complete INCI composition, functional classification, efficacy and safety claims, GMP compliance statement, manufacturer details, and importer qualification proofs.

3Processing Duration

There is no publicly defined fixed duration; the review period depends on the completeness of the submitted materials. The notification receipt is issued upon successful processing, valid for three years.

Q:Can ingredients be modified under one receipt?
A:No. The receipt is bound to the original formulation, and any modifications require a re-submission.
Q:Can an importer without Thai registration file?
A:No. Only a locally registered Thai entity can serve as the statutory notifier.
