1Identifying the Statutory Agent
SFDA rules state only a Saudi-licensed entity (importer/distributor or local manufacturer) can file the notification. The buyer must first confirm a contracted local agent holds SFDA licensing and sign an agreement naming the agent as the responsible party; the factory only provides documents and holds no local liability.
2Core Documentation Checklist
The factory must prepare: product formula (INCI), process description, stability report (40°C for 3 months or equivalent), ISO 22716/GMPC certificates, and toxicological/exposure assessments required by the local agent. Labels must include Arabic text, INCI, function, batch, expiry, responsible party, and country of origin, and must be free of pork derivatives; Halal certification is not legally mandatory but required before any logo use.
3Timeline and Compliance Red Lines
SFDA issues decisions within 15 days, valid for 5 years; any returned document resets the clock with no guaranteed outcome. A Certificate of Conformity via FASEH is required before customs clearance. SFDA added 21 prohibited substances in 2025-09, banning imports of non-compliant products from 2026-01-01 (sell-through until 2028-01-01).
