Launching a skincare product (serum or cream) in Malaysia: what does the OEM factory need to prepare, and how long does notification take?

For standard skincare, notification via the QUEST 3+ system to NPRA (Ministry of Health) is required. The OEM must provide INCI formulas, safety dossiers, and compliant labels (Bahasa Malaysia). As this is a procedural review, the timeline is typically a few weeks. A local entity must act as the Cosmetic Notification Holder (CNH).

Full INCI formula, functional claims, and safety assessment. Labels must include product name, origin, CNH details, and warnings.

2Lienability

CNH must be a local SSM-registered entity. In a distributor-held model, the factory is not directly liable.

3Timeline

No fixed deadline; depends on data completeness. Valid for two years, with renewal required a month prior.
