For Malaysia, anchor on a weakly acidic amino-acid + APG base. Sulfate‑ or soap‑base formulas face rejection by sensitive consumers. Amino surfactants foam weakly; add 10–15% amphoteric/non‑ionic helpers and hold pH 5. 5–6. 5 to avoid crystal or cloud formation. For sensitive‑skin targets, lower total actives and avoid novel surfactants/high fragrance. File via CNH on QUEST 3+. Labels in BM/EN must list INCI, CNH, batch and site. Halal claims require JAKIM. 1System selection & stability
Pair coco‑betaine or glutamate salt with APG, hold pH 5.5–6.5. For weak foam add 10–15% amphoteric or glucoside rather than raising total actives. Adjust polyols first for winter crystal risk; step down total actives and avoid novel surfactants or high fragrance for sensitive targets.
2Notification path
A Malaysian CNH (SSM‑registered) files via QUEST 3+. The notice is valid for two years and must be renewed one month before expiry. NPRA regulates under the 1984 Regulations and current guidelines (per latest official text); check the 2026 Circular No. 2/2026 annex updates.
3Labeling & claims
Labels in Bahasa Malaysia or English must show product name, function, full INCI, country of manufacture, CNH name/address, volume, batch, dates and warnings. A Halal claim requires JAKIM certification; absolute “zero irritation” or “baby‑safe” claims are prohibited.
