For U. S. body lotion and body wash OEM, fragrance labeling relies on the ingredient panel (FPLA descending order, listing 'Parfum' or 'Fragrance') because the FDA fragrance-allergen rule is not yet final (target Nov 2026). Since lotion (leave-on) and wash (rinse-off) have different exposure and residue profiles, formulators must secure IFRA compliance declarations and allergen declarations from suppliers to prevent disclosure and compliance gaps.
1Labeling & INCI List
Per 21 CFR 701 & FPLA, list ingredients in descending order. Label fragrance systems as 'Parfum' or 'Fragrance'. If natural essential oils contain specific allergens, assess individual listing; not currently mandated, subject to latest official text.
